It’s convenient but misleading to talk about a constitution as if it governed a closed group of citizens. In this age of migration, the arrival of newcomers and their becoming residents complicate the essential question of “who belongs?” And what is the Constitution’s role in this inquiry? Drawing on the conceptual framework in his recent book, "Borders and Belonging," Professor Motomura will offer answers to these questions.
